When two plates slide by each other a transform boundary occurs. If a transform boundary occurs it means that two plates have past each other, either going two opposite ways or going the same way just at different speeds. Most of the time an earthquakes will occur. Most of these earthquakes happen under water, but there are many that happen above ground.
